Guadeloupe, as an overseas region of France, is subject to the same legal frameworks and anti-corruption measures that France has implemented. Recent laws aimed at enhancing transparency and combating corruption, such as the "Loi Sapin II," have established mechanisms for accountability, including the creation of an anti-corruption agency and requirements for lobbyist registration, although concerns remain regarding the effectiveness of enforcement and the independence of prosecutorial actions.
Economy
Guadeloupe's economy is primarily driven by tourism, agriculture, light industry, and services, with public administration being the largest employer. In 2017, the region's Gross Domestic Product (GDP) was €9.079 billion, reflecting a growth rate of 3.4%, while the GDP per capita reached €23,152. Despite the significance of agriculture and tourism, challenges such as high unemployment rates and dependency on subsidies from mainland France complicate the investment climate, although local government initiatives aim to enhance infrastructure and attract business investment.
